Philip is a tourist from England who visited Radiator Springs. When Lightning is driving down main street, he nearly crashes into Philip, who gets super excited when he sees McQueen, and later when he sees the Fabulous Hudson Hornet.
Philip is a 1937 Cord 812 Cabriolet. He also has a strong resemblance to a 1937 Bugatti Type 64.
History
Cars: Mater-National Championship
In Cars: Mater-National Championship, Philip and Lightning are driving down main street when they almost crash into each other. Philip explains that he is from England, where they drive on the opposite sides of the road, apologizing for the trouble. Noticing that he is talking to the esteemed American racer Lightning McQueen, Philip gets super excited, especially when McQueen offers to give him driving lessons. Overhearing this, Fred drives up and asks for driving lessons as well. Doc drives up and complains about the three cars blocking the road, which only makes Philip and Fred even more excited, as they're talking to the Fabulous Hudson Hornet. Barry then drives up and asks if they're getting ready for a race, which the five cars agree to and line up at the starting line of Radiator Springs Circuit.
Philip is later found competing in Inside the Turkey alongside McQueen, Luigi, Sonny and Yuri. He was also recruited as an opponent in the race Canyon Run. Additionally, Philip is the opposing chaser in the fifth level of Doc and the Law's Race and Chase, where his goal is in front of the entrance to Radiator Springs.
Though he is not a playable character, concept art of him can be unlocked from the bonus content section.
Other appearances
In the "Banged Up" story of World of Cars, when Doc is driving down Route 66 to find a perfect place to live, he passes by Philip, who is broken down on the side of the road. Doc fixes him and he drives away, thanking him. However, unlike most cars from World of Cars' stories, he did not have a Diecast release.

Trivia
- Philip and Yuri are the only two new characters in Cars: Mater-National Championship that are not playable, although playable data for both characters can be found in the game's files.
- He and Lightning McQueen have exactly the same paintjob, Philip just has no bolt, numbers, or stickers.
- It is very possible that he is related to Fletcher because of them both being British, being modeled off one another, and having exactly the same tires.
- He and Fred are the only 2 characters in Cars: Mater-National Championship who compete in Road Races, but not in any of the four Team Relays (Koji does not count since he can be played in Road Races and Team Relays in Arcade Mode).
