In [[Cars 2]], Victor uses Ivan, a blue tow truck, as his own personal transportation towing him place to place instead of having to drive on his own. He attends the meeting with the other main heads of the three lemon families (Gremlin, Pacer, Trunkov) in [[Porto Corsa]] with [[Professor Zündapp|Professor Z]] to discuss their evil plans about discrediting the [[Allinol]] by using the [[WGP Camera|electromagnetic pulse generator]] (disguised as a TV camera) to crash out the racers in the [[World Grand Prix]] that use the gas, and ensure that all cars keep using conventional fuel to secure the profits of their "lemon" organization who managed to secure the largest unexplored oil resources in the world.
In ''[[Cars 2]]'', Victor and a group of Hugos travel to [[Porto Corsa]] to attend a secret meeting with the Gremlin, Pacer and Trunkov families. Before Victor arrives at [[Casino di Porto Corsa|the casino]] in [[Karl Haulzemoff]], [[Holley Shiftwell]] tasers his other transporter [[Ivan]] to allow for [[Mater]] to take Victor into the casino and sneak into the meeting in disguise, while [[Holley Shiftwell|Holley]] and [[Finn McMissile]] view the meeting from an invisible camera placed on Mater. At the meeting, Victor and the lemons learn from their [[Miles Axlerod|boss]] that in order to pay the world back for making fun of them, they shall sell all of their oil from a secret [[Oil Rig|oil reserve]] once the [[World Grand Prix]] is declared to no longer be run on [[Allinol]] and every car will shun alternative fuel. However, once Grand Prix racer [[Lightning McQueen]] announces that he will still use [[Allinol]] for the race in [[London]], the lemons all hatch a plan to kill him.

He is based on a Yugo GL (Zastava Koral), with some adjustments: the logo V on his front grill, and two separate headlights on each side. Yugos were infamous for being unreliable and were a failure in the United States, hence Victor being the leader of a mafia of unreliable automobiles. Hugo is a clear pun on Yugo.

In Cars 2, Victor and a group of Hugos travel to Porto Corsa to attend a secret meeting with the Gremlin, Pacer and Trunkov families. Before Victor arrives at the casino in Karl Haulzemoff, Holley Shiftwell tasers his other transporter Ivan to allow for Mater to take Victor into the casino and sneak into the meeting in disguise, while Holley and Finn McMissile view the meeting from an invisible camera placed on Mater. At the meeting, Victor and the lemons learn from their boss that in order to pay the world back for making fun of them, they shall sell all of their oil from a secret oil reserve once the World Grand Prix is declared to no longer be run on Allinol and every car will shun alternative fuel. However, once Grand Prix racer Lightning McQueen announces that he will still use Allinol for the race in London, the lemons all hatch a plan to kill him.
