Billy is a navy recruit of army of United Kingdom.
History
Billy is a recruit who, along with Corporal Josh Coolant, came from England to Radiator Springs for a special trend, which takes place in January. Sarge instructs Billy, with his helper Mater, to explore the area to find three objects. Then Billy and Mater competed in a raid, an obstacle race.
