From Pixar Cars Wiki

Badges were a feature in The World of Cars Online. They were first announced in the blog in December 17, 2009.

You could get them by doing certain activities in the game. Linking your account and completing levels in Cars 2: The Video Game could also give you rewards. Badges did not affect gameplay.
