Philip is a character in Mater-National.
Bio
When Philip came to Radiator Springs he drove on the wrong side of the road (because in the U.K. they drive on the opposite side of the road) and nearly hit Lightning. Lightning said that he was going to teach him to drive left side of the road, but that soon became into a race.
