Chuy is a bulldozer.
Bio
In El Materdor, Chuy is the first bulldozer that Mater fights, until the bulldozer summons reinforcements. Chuy later gains a black eye. He also appears at the end with the other Bulldozers, and they chased McQueen due to his red paint job.
He presumably appears in the closing credits of Cars 2 with some other bulldozers.
