Floyd Mulvihill was a stock race car that lived in the United States. He originally trained as an automotive engineer, but decided to become a racing driver instead. He competed in the Junior Piston Cup Pro Series where he had accomplished successes. In 2005, he had started competing in Piston Cup Racing Series for Gasprin team racing with number 70. During on of the races in 2005, he started laying long patches of burned rubber in front of his adoring fans, which gave him a nickname "Smoky Floyd".
In 2006 he competed in Dinoco 400 race at the the Motor Speedway of the South, Motor City, United States, which was the final race of the Piston Cup season. During the race, he was passed by Lightning McQueen by him using a tilt technique to squeeze through the space between Floyd and the wall. Later, he took part in an accident between almost all of the competitors that was caused by Chick Hicks, during which he had collided with Slider Petrolski.

He competed in Piston Cup series until 2016, when in the midseason, with the rise of popularity of the high-tech next-generation series of race cars, that had better achievements on the tracks, he got replaced by Gasprin team with Richie Gunzit.

Mulvihill appears in The World of Cars Online video game, where he is one of the opponent racers at the Big Heartland Speedway, along with Rusty Cornfuel and Ruby Oaks.

- While in most appearances, including Cars, he was presented as Stodgey Suaver EX, in Cars 3, his model was changed to Capitol Motors Mark II.
- In one of 2 versions of Duracell commercial promoting Cars 3, Lightning McQueen passes Floyd using the same tilt technique that used to pass Floyd in the Cars. In the other, more popular version of the commercial, he passes Cruz Ramirez.
- While in Cars and Cars 3 his eyes were blue, his Cars 3 diecast toy model had brown eyes instead.
