In truth it's probably just that the filmmakers forgot or just didn't notice, so it's not really worth making contrived ideas to explain them. This is a great example for the recent canon debate -- Cars isn't always consistent! The bit about the Japanese commonly having brown eyes is worth mentioning though, I've kept that and added a source for it.)
